They are just the publishers, not the developers.
A dev needs their game to sell as much as possible to guarantee their continuation in what is a very competitive Market. If they don't then reach the maximum user base they used to, then they'd surely need to be subsidised by the publisher in some way as an incentive for releasing games only on their exclusive plug and play stuff. And if a game doesn't sell well, I can see Activision dumping support for that developer really quickly.
